A few months ago, we found a legacy system and uncovered a backup of a database related to the Receita Federal, created in 2019 and simply left behind. 248 million CPFs.
The Receita Federal lied. They issued an official statement calling it fake news, but the statement itself was fake news. They shifted the blame to another leak, probably the Serasa breach from 2021, which also denies any involvement. But that doesn't make sense. The Serasa leak has nothing to do with this backup. Different years, different data, different columns, different volume. There's no connection. They didn't investigate, didn't compare, just denied it and called us liars. In their note, they didn't even mention opening an investigation. Just denial.
This isn't the first time we've seen governments lie. But it's the first time the lie has been this poorly made.
Now we're releasing one of the tables from the data aggregate, with 279 million rows, extracted directly from the government's active system. This is just one of many tables in the complete dataset. It's not recycled. It's current. The data has been converted to .db format, with an index only on the CPF column for fast queries. The full file size is 69.6 GB.

Across the entire database, 226,425,954 out of 279,008,638 (81.15%) have a regular cadastral status. The remaining 18.85% have other statuses such as Suspensa, Cancelada por Óbito sem Espólio, Pendente de Regularização, Cancelada por Multiplicidade, Nula, and Cancelada de Ofício, which are detailed in the table below. The database exceeds the living population because CPFs of deceased individuals remain registered with a canceled status, a standard procedure in any government system worldwide. IBGE estimates the living population at 213,562,666, which is clearly inconsistent with the Receita Federal's data. The Receita Federal, which boasts about its high security standards, didn't detect the 2019 backup, nor the recent extraction. To this day, no investigation has been opened. No expert has been assigned. Just an empty statement.

The database contains 144,376 CPFs with invalid check digits (0.05% of the total). These CPFs exist in the raw database, but they never show up in the Receita Federal's internal consultation system, because the application validates the CPF algorithm before displaying the data. So the database is full of garbage, but the system hides it. Clean output, dirty source.

The second CPF has an invalid check digit. Same name, same birth date, different CPF, different update date. This is not a typo. It's a clear failure in their data management.
This invalid CPF is in the database and marked as regular, but the consultation system refuses to display it because it fails the validation. The Receita Federal is essentially hiding the problem instead of fixing it.
