dudes using windows malware, common technique but wont wield results ass common as they think it is, most government networks have automatic malware protection across their networks and when they see a suspicious exe file it will quarantine it, you would have to yield some type of vulnerability like RCE, or the common RDP 2019 cve which still exists in over 400k windows machines to this day.
