Do you mean how to find someone's location based on their phone number? If so, there are various databases/csv files you can download that have the area code + first 3 digits and the location.

I dont think that would be possible.
Iknow a way but in order to obtain it you would have to send a tunnel-link to them, in that case you could obtain their exact location at that time.
