It also depends on the country. In most countries, a cop can just make a call, or their computer guy has portal access provided by telecom companies. However, in some countries, the rules are stricter. For instance, you may need a warrant, which must be issued and given to the telecom company before they cooperate.
There are also some social engineering tactics. I remember a while back, I called someone and told them I was delivering their package, but I had a slight issue with the address. I mentioned that a relative of theirs had sent it and gave a general idea of their city. That worked—the guy gave me his correct address.
Another approach could be sending a link that asks for location permission. If the person allows it, you’ll get a nearly accurate location. Social engineering is a very versatile skill, meaning you have to study the victim carefully before choosing the right attack vector.

Also can i search with Full Name? or ID or other way? because i think it only searches with Email address and phone number
