You can use exch.cx. They have no kyc, and offer low fees. They get used quite a bit for XMR, so their supply is usually quite low compared to other cryptocurrencies held on the platform.

Can't local monero do this? Ideally find someone you can exchange to cash and then back to another crypto. Not big on exchange trails.
