The author of this futures work presents scenarios appropriate for near- to long-range planning of the activities of the Department of Defense and its agencies out to the year 2020 and beyond. Additionally, the scenarios, because of their design, are useful to other departments of the U.S. Government, industry, business, and academia. Forecasts developed for this report use a technique created by the author for monitoring past, present, and future global trends and events, which he molds into plausible and thought-provoking scenarios of the United States in the world’s societies of tomorrow. These plausible scenarios are provided so that users can build policies and make decisions while anticipating and judging their consequences before implementation.
