No word officially, but it definitely appears to have been scraped from one of those "people finder" sites.
It appears to be public records data. Things like real estate databases at the county level in the US often have this information.
Public records data (e.g. real estate) is where the "people finder" sites get their data. Public records databases don't include things like latitude/longitude, school districts, occupations, etc.
There are a couple of companies that gather this information from many sources (real estate records, voter lists, phone books, warranty registrations, etc.), then sell/lease the data to the "people finder" sites.
This specific data was obtained from one of those people finder sites.

Definitely not. It's about 11M people, and matches the 2nd post from the "280M" thread (I have no idea how that data got there; the 280M thread is YAR (yet another repost) of the consumer data Pompompurin found ("not NSA", "Not SolarWinds").

No. The 280M file was a consumer file (created by a company that sells lots of up-to-date data about people to businesses for marketing purposes).
This is 11M records from a scrape of a "people finder" website (one of those "Find out if your spouse has a criminal record!" type websites, with old addresses/phones and such). The original scrape had about 100M records.
