Wikipedia Intel Me
The Intel Management Engine (ME) is a small, hidden microcontroller present in most Intel CPUs that runs independently from the main CPU and operating system. It has deep access to memory, networking, and hardware, which allows remote management and low-level tasks, even when the system is powered off. Security researchers often call it a potential “backdoor” because its closed-source firmware and privileged access could be exploited by attackers. While designed for legitimate management, its existence raises concerns about hardware-level surveillance and security risks.

Intel ME & me_cleaner (Partial Firmware Removal)
Intel ME is a hidden microcontroller integrated into Intel CPUs since 2006, giving deep access to memory (DMA), networking, and system resources. While essential for features like AMT, Boot Guard, and PAVP, it’s always-on, proprietary, and cannot be fully disabled on modern CPUs.
me_cleaner is a Python tool that modifies Intel ME firmware to disable it during normal operation, leaving only the modules required for boot. On pre-Nehalem systems it can remove ME completely; on newer systems it reduces the firmware size drastically (~90kB–300kB), effectively neutralizing its runtime functions.
The system still boots normally, but Intel ME features no longer work. This tool is mainly used by privacy-conscious users and open firmware enthusiasts to limit the “always-on” Intel ME surface while keeping the PC functional.
Usage requires dumping the original firmware and reflashing a modified image, usually with an external SPI programmer.
