I think we can all throw away this 3M version and use the 19M version instead. The 19M version is not perfect (city/department issue), but it's already more parsable than this one
Or we could wait for the next 27M or 73M version (which is likely to have a lot of duplicates, or insured persons outside Ameli, since Ameli is around 45-50M). That depends on @ czx
