We strongly disagree with the continued confiscation of drivers’ licenses by Bacoor traffic enforcers.
Even if the City Government cites City Ordinance No. 11-2019, Section 23 of the Revised Traffic Code, the public deserves a clear explanation of how this policy complies with national traffic laws, current regulations, and motorists’ right to due process.
If national authorities such as the LTO do not ordinarily confiscate a driver’s license for common traffic violations, why should local traffic enforcers be allowed to do so? A traffic violation can be properly addressed through the issuance of a citation ticket, the imposition of the appropriate penalty, and established legal procedures without immediately taking away a motorist’s license.
The issue is not whether traffic laws should be enforced. We support proper traffic enforcement, road safety, and discipline. However, enforcement must be fair, consistent, transparent, and free from abuse.
Being outside Metro Manila should not automatically justify a policy that may place motorists at risk of intimidation, inconvenience, or improper enforcement.
