People are mixing up data source and data scope, which is why the numbers look contradictory.

The CAF database (~22M rows) represents a broad dataset: CAF beneficiaries, households, dependents, and related records. Depending on how individuals, children, and historical entries are counted, a full CAF export can easily reach 20–25 million rows.

The Pass’Sport database (~6M rows) is not a separate system in terms of origin. It is a subset of CAF data, extracted for a specific program (Pass’Sport) and for a specific period (e.g. the 2024–2025 campaign, reportedly December 2025).

So:

• - Same origin (CAF or a connected service)
  
• - Likely the same security incident
  
• - Same timeframe
  
• - Different exports
  
• - Different scope and filtering
  

In other words, one breach can expose multiple datasets:

• - a large, general CAF export (~22M)
  
• - a smaller, program-specific Pass’Sport extract (~6M)
  

The Pass’Sport dataset can be fully or partially contained within the larger CAF database, but they are not identical.

That’s why both numbers can be correct at the same time.
