This depends on how much information you have on them already. No name? then you would probably need their IP to get a possible location. You can't get their IP? do you have them on social media? use some ONSINT skills to get a general location and possible name. If you know their name and have a general location, then just use a free online people search, and filter based on age (if you know that information as well), this has had a hit rate of probably 85%+ for me.

try to find their email and then check if it was in a breach then hope the breach contains location data

In the US there are people-tracer websites that can find almost anyone in the country for a small fee, including cellphone, employer, postal address and emails, along with all social media. It is scary how much data-aggregation companies can get. Thanks to tracking cookies and other things, even apparently anonymous forum accounts can be traced if you do not use effective opsec.

Usually if they're over 18 and they live in the united states its stupid easy to get their address if you have their full name and stuff like that
